Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organization that delivers free emergency aid to people affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. MSF offers assistance to people based on needs, irrespective of race, religion, gender or political affiliation. Within the framework of the Emergency Response project together with local partner non-governmental organizations, MSF provides medical and humanitarian support to displaced persons from Ukraine, paying special attention to facilitating access to medical services of local medical institutions, information support and provision of psychosocial assistance to those in need. Project description: MSF has been working in the Russian Federation since 1999. Since March 2022 MSF started the medical and humanitarian activities in close collaboration with local non-governmental organizations and volunteer initiatives in the southern regions of the Russian Federation: Rostov-on-Don, Belgorod and Taganrog. The main aim is to provide support to refugees and displaced people arriving from Donbas and Ukraine and improve their access to existing medical and humanitarian services. The role Medical Activity Manager Purpose of the role Supervising the medical activities under his/her responsibility according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population. Responsibilities include but not limited to: Supervising the proper functioning of the medical activities being implemented by local partners according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions: Supervise and support Medical consultants working for MSF and partners in different project sites of Rostov-on-Don, Belgorod, Taganrog, and Donbass to ensure quality patient care as per MSF standards and national guidelines. Implement a system of follow-up and monitoring for on-going cases, maintain case files and archive information in secure location. Assess/monitor quality of care/services provided in public and private facilities where beneficiaries are referred on a regular basis. Ensure that the medical data collected on a weekly basis in all locations is correct and complete. Assess medical facilities in conflicted areas; participate in planning of project activities in the conflict area. Collaborate with the Mental Health Activities Manager to continuously provide and promote the “person-centred-care” system of attention within the activities that the beneficiaries receive. Identifying gaps in knowledge and provide trainings for local Medical consultants. Create training plan for Medical consultants per needs. Ensuring an efficient prescription management and monitoring the rational use of drugs prescribed. Ensuring the correct use of vouchers for the purchase of all prescribed medication. Checking administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers) are carried out correctly and according to MSF procedures. Participating in the definition of annual planning for the project and in the follow up of the programs / project. Participating in the monthly reports according to guidelines. Requirements Essential: Medical doctor Essential: 2 year working experience related to the diploma/degree; Previous experience in MSF in the field Essential: fluent Russian and English (desirable); Computer literacy (MS Office) Flexible: Competences: Strategic Vision, Leadership, People Management and Development, Service Orientation, Teamwork and Cooperation
